Congress passed the bill mandating the issuance of the coins and noted that rather than include the printed word, the depiction of the Statue of Liberty was sufficient to represent liberty.

to be Richard Nixon and Gerald Ford in 2016. The coins are only being released for Presidents who are deceased and have been so for five years or more. The first series of coins issued were issued at a rate of more than One Billion coins. However, the coins did not reach general circulation. Therefore, the issuance since then has decreased greatly. Minting is being done at equal amounts in both the Denver and Philadelphia mints.
