A roof over the head was the reasonable expectation of averagehome buyersnot very long ago. But the real estate boom in the last decade has scaled up the liberty of choice for those buyers. While the aspirations of even the middle and lower middle income group with moderate budgets have gone up, there are very many residential projects launched in recent times that seem to fill the gap with the promise of faster deliveries, hi-tech amenities, luxurious lifestyles, lush green surroundings within the affordable range of Rs 20 lakh to Rs 40 lakh.
The checklist However, amidst this problem of plenty one also suffers from the anxiety pangs that occur while taking a decision to buy a house. In the euphoria of buying a house most first-time buyers overlook their wants and needs and make mistakes. This is where a house-hunting checklist comes into the picture. If you create a checklist of the things you need in a house as well as other things worth looking at along the way, you'll have a much easier time with the house hunting process. The first step, however, is to keep in mind the budget and then look for what best is available in the given budget.
Experts believe that the legal and practical checklist remains the same whether one isopting for a house worth Rs 20 lakh, Rs 30 lakh or Rs 40 lakhHowever, the value addition that is on offer goes up with more budget in hand. Location, size, construction, amenities and outdoors are some of the parameters to consider when the buyer shells out Rs 30 lakh or Rs 40 lakh for the house.
âLicense in hand and approved building plan are the most vital documents a buyer must check. Fire, pollution and environmental clearances are the other factors to checkâ, says Brijesh Bhanote, senior vice president, the 3C Company.
However, Pankaj Pal, executive director of real estate consultancy, Realistic Realtors, has a word of caution for the home buyers. He says, âCustomers should have realistic expectations if they have a budget of Rs 20 lakh. Instead of focusing on fancy apartments, check for basic necessities like the size of the bedroom and drawing room.â He even suggests that a prospective customer must speak to the RWAs of the developer's previous projects to get first hand information.

âNeeds have to be classified into basic, secondary and tertiary. There is no point to offer a swimming pool and wi-fi facility with a Rs 20 lakh house as most of these buyers may not have laptops.What they should look for is location and connectivity with the work place, product value, track record and intent of the developer, his financial background and architectureâ.
Amar Kapoor, director of Urban Heights, however, advocates living life kingsize even with a budget of Rs 20 lakh. He believes since the demand drivers of today's residential properties are the young population who want bigger homes with quality of life, the developers today should focus on recreational facilities, vitrified tiles, electrical appliances, bathroom fittings etc. âToday's young population does not mind travelling two-and-a-half hours to work if he is getting quality living spaces in exchange. Moreover, one normally buys a house with a time horizon of 5-10 years when the connectivity will be much better. With the kind of fast-paced development that is happening today, even a place like Manesar which is further down Gurgaon is selling well given a Rs 20 lakh budget,â he says.
If the buyer's budget is Rs 20 lakh and he is moving from arented flatto his own apartment, he should look at the location and distance from the workplace. Since most of these projects are located on the periphery of the city, he must also look at the infrastructure being offered within the project. A buyer with a Rs 30 lakh budget can expect the size of the bedroom and drawing room to be a bit bigger and facilities like car parking etc.
A difference of 10-15 per cent in prices can be expected if the buyer is looking for a project closer to the city. With a budget of Rs 40 lakh, however, one can expect to elevate the level of living with far better architecture and amenities, like garden and play area, swimming pools, club, modular kitchen and full power back-up.
Expectations Pictures with imported glass, beautifully made balconies with glass and steel railings, wooden floorings, POP on walls etc are a fad these days, but let's not forget that in the middle income / budget group housing these facilities are only an illusion.
âSubject to changeâ is a compulsory disclaimer for all proposed projections since it is impossible to afford such high quality specifications in budget housing.
Expecting freebies like power backup, car parkings, EDC, IDC, no super area etc.
are just part of advertisements in most cases but the investor should carefully check the 'agreement to sell' before investing his/her hard-earned money.
Checks and controls Delay penalty: The project delivery date has to be clearly mentioned in the 'agreement to sell' and it has to be standardized for all. It should not vary from agreement to agreement based on the date of purchase. The penalty should be at least 1.5 times that of the prevailing rate of interest so that the builder is under pressure to deliver.
Mode of payment: Avoid paying any cash to the developer.
Developer's capability profile: Check for projects that the developer may have delivered in the past, the construction quality, satisfaction levels of existing investors etc. are just few of the checks one must do before investing money in a particular project.
Beware of first timers: Investors should be careful of first-time developers.
